Sticky piston staying extended

A sticky piston next to a rapidly pulsing sticky piston extends randomly and requires a block update to retract.

What I expected to happen was...:
The sticky piston would push and pull the other piston.

What actually happened was...:
The sticky piston pushed and pulled the other piston for a few seconds, then the other piston extended and stayed until a block update.

Steps to Reproduce:
1. Place a sticky piston on the ground.
2. Place a sticky piston in front of the other sticky piston.
3. Place a block above the first piston.
4. Place a lever on the block.
5. Rapidly pulse the lever.
