Client's tick speed is not controlled by the server

Clients modified for cheating purposes can easily alter the tick speed.
This causes for example more movement packets sent to the server in the same time than usually if moving, allowing faster movement.

Suggestion: Server is counting a variable per player downwards every tick by one, esch time the player sends a movement packet the variable is increased by one.
Server properties needs an option for the minimum for the variable (max lag spike accounting in ticks) and a maximum (preventing to send too many movement packets).
If recieving a movement packet while the variable is above the maximum, the server should reject the movement and teleport the player to the last accepted position.

In relation to checking the players movement speed per packet as requested in MC-133123, this should combat the most movement cheating possibilities.
