deep_ocean_frozen will not snow

In deep_ocean_frozen, at the snow levels, it will not snow when raining. It snows in ocean_frozen, but not in deep_ocean_frozen. Cold environments should still act frozen. I'm pretty sure this is a bug, and if not, please reconsider. It's akward to build up and having it rain near me, while in a frozen environment.
