1.13 Multiplayer Servers Connection Refused

When trying to connect to a server running the Vanilla 1.13 server jar, some users are unable to connect and get a io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information: Error. This error does not seem to occur on servers that aren't running the 1.13 minecraft server jar.

Steps to reproduce:
Create a server with the 1.13 server jar
Attempt to connect to the server
Be unlucky

Tested this with 2 seperate servers and 2 seperate hosts, both had the same issues for a variety of users from around the world.
