Launch of the game - Minecraft is not responding [1.13 only]

Minecraft is not responding at the launch when logo "Mojang" appears.

Minecraft can respond but then will not respond anymore when the the title screen appears.

 

• Try to update java to version to version - done
• Update Windows - done

When Minecraft title screen appears, the quality is bad, then, by clicking once, quality is HD, but afterward, Minecraft "is not responding".

Minecraft 1.13 works 1/10 times.
