Cursor cooldown, Shift + scrolling

Cursor cooldown - when I open my inventory, the cursor has a little cooldown and I can't move it. It happens whit me when I open any GUI in Minecraft 1.13.

Shift + scrolling - I can't use the scroll on my mouse, to change through hotbar slots, when I'm sneaking with Shift.

I was experienced it on MacOS, in Java version of Minecraft.
