End city generating weirdly and returing portal is not generating

Some of the endcities generating with no chest or ship in 1.13.

As far as I know, there're only two types of endcity in the game, one is a tower like with 2 chests at the top, the other is more a chorus plant like with a lot of chests and a ship beside it.

I was on a vanilla server and I found 2 endcity with literally nothing useful in it, there was no chest nor ship. 

I tested it in SSP and the problem is still there. 

Also I noticed that no returning portal is generating either.

The coordinates are: [-1568 ~ -1888]  and [-3104 ~ -1184]
