Comparators on slabs drop when loading them with structure blocks

The bug

When loading a structure with a comparator on a slab, and that comparator is updated after it is loaded, it will pop off if the block below it was air before the structure was loaded.

How to reproduce

Use the attached test world or the attached structure file to reproduce this issue.
