Custom language doesn't work for 1.13

Hello.

Today I wanted to make a custom language in a resource pack, but whenever I'm changing something in lang file, it doesn't seem to change in game, while on 1.12 or below it works perfectly fine. I also tried to change the words in other resource packs - still didn't work.
