/effect swiftness

when you use the command /effect (username) 1 (seconds) 128 or higher then you can't walk and it works as a potion of slownes. and as you do /effect (username) 2 (seconds) 128 its works as a potion of swiftness in all gamemodes!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
