Scroll Wheel Needs multiple clicks to cycle

When attempting to use the mouse wheel to scroll between items on my hot bar, it will take 3-5 rotation clicks in rapid succession to move to the next hot bar item. When I tested this in 1.12+, the scroll wheel worked perfectly, eliminating an error with my mouse. Key bindings for hot bar work as expected.
