Extremely glitchy block behavior

/Clear doesn't clear items, even though it was looping the entire reason

 

For some reason, I can't place blocks even when it is not being looped.

/fill and /clone do work

 

I was able to place blocks in this world earlier, and rejoining the world and stopping the /clear loop together seems to fix it.

 

Not sure of the exact cause, probably /clear.
