Concrete powder falling onto sea grass just replaces it

The bug

When concrete powder falls onto sea grass it just replaces it, but does not turn into concrete.
This is related to MC-131868, but possibly not the same underlying problem.

How to reproduce

Build a setup similar to the attached Setup.png
