Waterlogged top slabs are treated as level-8 water sources

A waterlogged top-half slab is treated as if filled with water, causing flowing water to come pouring out of a section of the slab containing no actual water. Ideally, waterlogged top slabs should be treated as containing no more than four levels of water.

This also affects stairs.
