1.13 Resource Pack Missing

I got a new account today and made a server to play 1.13, problem is on both the server and single player my default resource pack has not updated itself to the new resource pack. I've deleted .minecraft and completely reinstalled and it didn't fix the issue. I've tried using the resource pack made for 1.12 but it has issues because of the flattening.
