coral Harvesting

i am running java edition mine craft 1.13 on a realm with a few friends and i went into the ocean to mine some coral for a project and it only drops dead coral i have tried using wood stone iron gold and diamond pickaxes to harvest it and they all have the same result. i have tired logging off then back on and close the realm to refresh it and still does the same thing. please help.
