Water Elevators Require Source Blocks

More than an inconvenience if anything. Water elevators using Soul Sand or Magma Blocks now require that all blocks be sourced. Not sure if this is a bug, but if not, I don't understand the change. Was fine before. No longer can you create cool looking elevators like the one in the screenshot.
