Problem with java 1.80.171, após atualizar minecraft para 1.13

After changing the minecraft laucher to release 1.13, the environment became unstable. Does not allow entering the game. It does not allow you to view configurations and simply drops, generating a startup error. It was loaded the same in another notebook and the Java error persists, plus in this new laptop also with windows 10, 64 bits, and java in the same version, it is not possible to change product language as well. We tried to get back the Laucher minecraft version for 1.12 and the problem persists. We cleaned records and updated JAVA and even reinstalling minecraft, from the official website and minecreft account, the same boot problem is generated. I ask for help.
