New Aquatic Update Mob bugs

The issues at hand are that neither phantoms nor drowned are operating correctly. Firstly, phantoms don't seem to spawn in older chunks in my world. Secondly, I've created a drowned farm, and I've been letting it go for hours, but have not received one singular trident for its entire duration. I believe that perhaps this bug is pertaining to older chunks not fully implementing the latest updates features. (yes, the drowned farm was within these chunks, but used a zombie spawner to create a base source for drowned.)
