/kill won't work

So Today I was playing the new Minecraft 1.13 release and I ran over a problem. I tried using /kill but it says UNKNOWN COMMAND and In the screenshot (below) It shows that /kill is a possible command but when I pressed "enter" it said the command doesn't exist.
I don't know but I tried

Also there are a lot of bugs in the 1.13 update.
