Tool bar does not scroll properly when using a click wheel on a mouse.

The mouse click wheel is not rolling through the tool bar consistently.  In fact, it won't move at all half the time.  Makes selecting a tool a pain.  I tried two different Macs (one is a brand new iMac Pro) and 3 different mice.  All have the same problem. Please FIX!
