Game crashes when opening resource pack menu, then can't launch again

When attempting to load a resource pack on a Debug world, the game crashed before the resource pack menu could load. After that, I have been unable to launch 1.13.

Launch crash pop-up reads: The game crashed whilst initializing the game. Error: java.lang.IllegalStateException: Not a JSON Object: null
