Minecraft Sound is too directional (still)

Earlier in the snapshots, I'm aware there was a bug where sounds were "too directional" but was later "fixed." I'm still having what I think is that issue. Sounds are generally, very strange in 1.13 and different from previous release versions (1.12.2 etc.) When turning a different direction from where a sound is coming from, the sound becomes strangely muffled. I am not the only one who has this problem on the release of 1.13 as I searched other forums and have found people with similar problems.
