Low TPS

My world in 1.12.2 runs at 20 tps when I upgraded to 1.13 by using the optimize world option I barley get 20 tps my average is 14~16 tps
My hardware intel core i5 2557M 1.8 ghz and intel hd 3000
MacBook Air 2011
