Shortcuts don't take into account alternate keyboard layouts

It appears that Minecraft no longer takes into account alternative keyboard layouts when trying to perform shortcuts, such as "CTRL+A" to select all text, or "F3+Q" to display F3 commands.

I'm using an AZERTY keyboard layout, and as such, my Q and A keys are switched around. Because of this, I can no longer use those shortcuts and have to press the other keys instead which is pretty inconvenient.
