F3+key not working with non english keyboard

F3+Q shows every combinasons for debug, but on not english keyboards, combinaisons like F3+A aren't working, The most likely reasons is because of the key arrangement "QWERTY" and "AZERTY"

This bug hasn't been present until the 1.13 snapshots and since it's still in the full release, I feel like I have to talk about it
