Error Creating Chunks

After I noticed it, I went over to the area and tried to attack some of the passive mobs that were on the "invisible" chunk. I was not able to attack them, and they did not move. I tried going onto the invisible chunk and my character glitched out for a few seconds. I will upload some screenshots. This did not happen on other versions of 1.13.
