Strongholds don't generate in Buffet Ocean / River worlds

I've tried locating Strongholds in several Ocean and River Buffet worlds using both Eyes of Ender and the /locate command, but the game never located these structures. This is in spite of the /locate command being able to locate structures up to ~40 000 blocks away which is far outside the range of where Strongholds appear. Thus this bug makes it impossible to reach The End while playing in these worlds.
