Enchanted books of equal level not creating a master book with higher enchant

When trying to make a master book of Power III, from two books of Power II. The book shows up as Power III in the window, minecraft takes the experience levels. And returns my two Power II books, but does not create a master book.

I forgot to mention that in single player this works correctly, I receive a Power III book.
