How to repeat:

Flat world-Redstone Ready preset
Full-Power Conduit
Repeating command block giving everyone above water in r=95 the conduit_power effect for 12 seconds at a 4 amplifier.
Be in creative mode and break and place blocks in F-5. The animation does now show up.
