Minecraft 1.13 Water/Pane bug

So I loaded up a new ampflied world in the new snapshot. I tried to make a foundation that would give water to these mini aquariums next to it. So I did and for some reason, the water bugged through the panes. I but some water buckets in the stream leading to the aquariums and the water went through it. I have no idea what was happening but replacing a block fixed it.
