Powered and activator rail duplication using a piston

To reproduce see the attached image and do the following:

1. Place 2 activator rails, 1 on top of a sideways facing piston, and the other in front of the piston head.
2. Make a hole for the 2nd rail to be pushed onto.
3. Power the 2 rails.
4. Power the piston and the rails will pop off leaving 3.

I'm not sure if this is related to MC-123311.  I've gone back as far as 1.13-pre2 with the same results.
