Grass doesnt turn to dirt when underwater

In previous versions of minecraft grass turned to dirt when underwater. In 1.13 grass remains grass and doesnt spread when underwater.

Note: Sorry if this is a duplicate. I tried searching through the tracker but I couldn't find anyone else reporting the issue.
