Shulkers boxes can open with 1 layer on top of them, but can't with 2+

Shulker boxes facing upwards can open with 1 snow layer on top of them (and it doesn't remove them, but that is already reported in MC-110400 ), but the shulker box can't be opened if it has 2 snow layers or more on top of it.
