Redstone dust doesn't update shape of connecting redstone dust when going up onto FULL blocks

To Reproduce:

1. Place a redstone dust on top of a full block, then place a redstone dust adjacent and down one block. Also does not update the sides if the top redstone dust is removed after.
2. Place a redstone dust on the ground, then place a redstone dust adjacent and up one full block, then remove the bottom redstone dust, the top is not updated.
