Redstone doesn't change direction when connected downward

The bug

When placing a piece of redstone downward and to the side from another piece of redstone, the one on top stays in its original orientation and doesn't turn into the correct orientation.

How to reproduce

Place two pieces of redstone in a line, and place another piece down one block and to the left or right.
