Typing a "~" disables user input

Whenever you type a "~" character at all, even in a different program, Minecraft won't let you do anything - no mouse or key recognition. The game still runs just fine. Type the ~ again to toggle it back, but I have no idea why this is a thing. This was also temporarily a problem in previous 1.13 snapshots.
