Swimming Animation Does not Appear While swimming on the top of the Water

So I know this is duplicate, but you didn't realy fixed this bug!!!!

This bug needs the same steps as MC-132788

go into water and double click on W or while swimming and going up by space and NOT looking up while doing this...

But not the same thing happens, you "walk" on the water, no animation appears, you just walk, trust me, this bug didn't fix.
