Inconsistency: Player, Ender Dragon, and Wither don't drop their heads when killed by charged creeper

The bug

As you know, Creeper, Zombie, Skeleton, and Wither Skeleton drop their heads when killed by charged creeper. However, this does not apply to the following mobs:
Ender Dragon: should drops Ender Dragon head.
Wither: should drops Wither Skeleton head(Otherwise, a unique head should drops, although this is already a feature request)
Player: There are two solutions here:
1)After death by charged creeper drops standart Steve(or Alex) head
2)Drops the head, depending on the player's name (For example, the player Tuce4ka was killed and drops Tuce4ka's head)
[I recommend the second solution]
