Repeating Command Blocks only activates once when a /fill command is typed into it

To reproduce this bug

1. Give yourself a command block (/give @p command_block}
2. Change its type to repeating 
3. Put in any command in the same structure as this (/execute as @p run fill ~-10 ~-10 ~-10 ~10 ~10 ~10 air replace stone)
4. Power the command block. You will noticed the command is executed once, but only once

This also affects impulse command blocks on a clock and always active repeating command blocks
