you can swim on the top of the water, and can't go down

So I am not sure what is the real glitch in this story, so I will explain:

if you press 2 times with W on the top of the water you start swimming but you cannot dive down.

The same thing happens also while swimming underwater if you jump outside the water by space and does not look up (harder).
