Drowned are unable to get themselves out of the water to attack at night due to their swimming animation

How to reproduce

Spawn a pool filled with drowned, during the daytime
Set the time to night
Go into gamemode survival
→ See the drowned are trying to get out of the water pool, but aren't really able to

Drowned are supposed to swim up to land to hunt you at night.
