Magma Blocks Do Not work underwater

Was building a map in creative mode and i started it back in Minecraft 1.13 pre5 when the magma blocks worked. (viewed in picture two).  but when i decided to update the map, magma blocks would not work.  can not figure this one out.  i have a feeling its an error in the minecraft coding.  The magma blocks do not operate correctly when put underwater.  they do not show the animation of bubbles nor do they suck you down or give you air.  though when you are standing on them the hurt you.  essentially they act like they are from 1.12.2.
