Kicked when applying effect

/effect give name minecraft:dolphins_grace 100 1 false

gets me kicked from server with the following message

Internal Exception: io.netty.handler.codec.DecoderException:com.google.gson.JsonParseException: Don't know how to turn {} into a Component

Happens with other effects. that is just an example

Never had this problem on previous versions

Not the only person that's had it
