Multiplayer / server - op'ing a player causes non-op'd player issues

Through server console, op'd myself (first op'd user).  Other players (not op'd) could not interact properly with chests / fence gates.  Once the other player was op'd they could then properly interact with chests / fence gates.  I deop'd myself and then could not interact with chests / gates properly.

Prior to first op'ing myself game ran normal.
