Shulkers no longer shoot missiles in 1.13-pre5

Per the title, shulkers don't shoot missiles. The missile firing sound plays, then nothing.

The server was started in pre1 and has continued through all pre-releases. The shulkers were encountered in terrain generated new in pre5.
