Armor stands don't get players orientation after being teleported if they're in the same block

What I expected to happen was...:
I would teleport the armor stand that's in the same block get my orientation

What actually happened was...:
It said it teleported it but it just sat there and didn't get my orientation

Steps to Reproduce:
1. Place an armor stand right beneath you (preferably with summon command) and don't move
2. Look in a different way then the armor stand
3. Teleport it to you
