Tier 4 beacons will not give regeneration effect

If a tier 4 beacon is activated and regeneration is selected as the secondary effect, the beacon will always apply level II of the primary effect.  As seen in the pictures, a beacon is placed with no pre-existing effects.  Strength I and Regeneration I are selected.  The beacon gives Strength II.
