Splash potion particles offset

When a splash potion hits the ground or an entity, instead of displaying particles where it hit, it instead displays at the integer coordinates of wherever it hit, making the particles centered on the corners of blocks. For example, if a potion were thrown at (0.5,64.5,0.5), the particles would be centered at (0,64,0).
