Double chests switch halves when upgrading to 1.13-pre3

The items in the two "halves" of the double chest are swapped when upgrading to 1.13-pre3

Steps to reproduce: -

• Create a world in 1.12.2
• Make a double chest and put an item in the first slot
  
• Open the world in 1.13-pre3
• Look in the double chest
